This chevron weave Linen Twill Tape is one of many variations of linen or Manchester tapes you'd find in the 17th-19th centuries.  While advertisements sometimes listed only "tapes" they were also differentiated with names or patterns. This advertisement from The Pennsylvania Gazette lists several distinct types.  

Linen Twill Tapes and Linen Plain Weave Tapes are found on garments throughout history.  Natural, dyed, and bleached linen, as well as linen with colored yarns added were manufactured.  These stays from the Victoria & Albert Museum, have a chevron twill tape for binding.
